(WASHINGTON) — Authorities have arrested five people they say conspired to blow up a bridge near Cleveland.

“The public was never in danger from the explosive devices, which were controlled by an undercover FBI employee,” the FBI said in a statement Tuesday.  “The defendants were closely monitored by law enforcement.  The explosives the defendants purchased and attempted to use were inoperable and posed no threat to the public.”

Authorities say the suspects chose the target, scouted the bridge, bought what they thought were plastic explosives and planted them at the base of the bridge Monday night.

“The defendants armed the explosives, the defendants left and went to a remote site and they then, sitting there, entered the codes that they thought would blow up a bridge with innocent people traveling over it,” U.S. Attorney Steven Dettelbach said at a news conference Tuesday.
